Note: The judgment was in October 2021, before the California Licensing Laws took effect on 1st January, 2022, but Silverman needs a license in Texas to collect in 2022 from IBC.
P.S. That does not excuse Silverman’s company from failing to register in California in 2022, since he operates a debt collecting business in the State.

Licensing Update: California Launches Search Portal for Debt Collection License Applicants
The portal allows consumers to look up licensees and debt collectors allowed to do business in California and for applicants to check their business operation status while their license is pending.
California’s Department of Financial Protection and Innovation (DFPI) recently launched an online portal for consumers and debt collection license applicants to search for their operation status while their application is being reviewed by the state.
The Debt Collection Licensing Act, which took effect Jan. 1, 2022, requires any person engaging in the business of debt collection in California to be licensed annually by the DFPI.
The DFPI is expecting to license thousands of entities over the next two years. To avoid missing important updates, interested parties are encouraged to check the DFPI website periodically and subscribe to the DFPI’s email subscription service.
Meanwhile, the new online portal has two options to look up your application or for consumers to search for a debt collector’s license.
Some licensing applicants, under the Debt Collection Licensing Act, are allowed to do business while they are waiting for the DFPI’s decision on their license.
The DFPI also told the licensing department with Collectors Insurance Agency Inc. that in the event applicants used a trade name or “doing business as” name on their licensing application and it isn’t displayed on the online portal, they can still search the portal using their company name.

LIT has a couple of questions pertaining to the new debt collector licensing database in California, as it pertains to those individuals or entities who claim to be “commercial” debt collectors only.
Does the term “consumer” apply to collection of debt and/or judgments from corporations or small businesses (e.g., dba)?
Can anyone who confirms they are a “debt collection agency” on a letterhead or email perform commercial debt collection services without any agency oversight, including; (i) registration, and/or; (ii) licensing and/or (iii) a surety bond?
In short, is debt collection in California completely unregulated?

The entire premise of your inquiry and the wording of your question displays a complete lack of knowledge of this industry.
First there is no such thing as commercial collections per-se.
It’s either consumer debt or not.
The term debt as defined in Federal and most states is consumer debt.
Business to business receivables are not deemed debt collection.
You should have done your research before you published defamatory information.
This has already been turned over to counsel.
